Regulation

The tournaments organized by the International Soccer Cup will be played in accordance with FIFA rules and additional RFEF rules with the exception of the details explained in these regulations.

 1. Tournament format

In all age categories, groups of 4 or 5 teams will be formed. All the teams in each group will play against the other teams in the same group. This way, a minimum number of matches is guaranteed (3 + Play Off). The teams ranked first and second (in some cases third) in each group will go on to play the knockout rounds until the finalists in each age category are determined, while the 3rd and 4th will play the Integration Cup. Each match won means obtaining three points. In the event of a tie, each team will obtain one point. If at the end of the group stage, two or more teams have added up the same number of points, the classification of one or the other team will be determined in the following way: Criterion 1 – Goal difference. Criterion 2 – Goals scored. Criterion 3 – Particular result between the tied teams. Criterion 4 – Fewest yellow and red cards. Criterion 5 – 3 penalty kicks. In the event of a tie in the knockout rounds and in the finals, the match will be decided with 3 penalty kicks.

2. Match schedule

The calendar will show the time and day of the match, the field where it will be played and the category. Depending on the configuration of the group and the category, it is possible that the same team plays more than one match per day.

3. Duration of matches

Depending on the age category and regardless of whether it is the qualifying phase, the knockout rounds or the finals, the matches will have the following duration: For 11-a-side football matches | 2 halves of 25 minutes For 8-a-side football matches | 2 halves of 20 minutes The half-time will always be 5 minutes between the first and second half.

4. Private insurance

International Grassroots tournaments include sports accident insurance to treat any possible injury that may occur during matches. In order to assist the person who needs it, the organization has an accident report available that must be filled out on a mandatory basis. After receiving the first aid, the accident report (or a copy) and a copy of the medical report must be given to the organization’s staff. NOTE: To ensure that the policy covers all players and coaches, it is essential that they return the template that the organization sends to the person in charge, filled out with all the data.

5. Age control

Age control of the participating players will be carried out on the day of arrival at the tournament or at the opening ceremony. To do so, the team delegate or person in charge must provide the original documentation (ID, federation card or passport) of all the players. It is permitted for a team to play with players from a lower age category. Likewise, it is explicitly prohibited: For one (or more) player from a higher age category to play on the team. For one (or more) player from the same category to play on another team.

6. Number of players

In 11-a-side football – a maximum of 22 players per team may be registered and called up. In 8-a-side football – a maximum of 16 players per team may be registered and called up. Free substitutions are permitted in both categories. A player from the same club is authorised to play for different teams, provided that he is registered on the corresponding lists and meets the criteria set out in point 6.

7. Documentation to be provided for each match

Before the start of each match, the team delegate will give the documentation (original ID, passport or federation card of each player) to the groundskeeper, who will keep it throughout the match. In the space provided for this purpose, the number of the players who will play in the match will be filled in before the start of the match. No match can start without the groundskeeper having the lists of players.

8.Claims

Delegates who wish to check the legality of any player’s participation may do so up until before the match ends. They may do so by reporting to the official of The Organisation in charge of the field. The complained player must certify his legality by means of the required documentation. If this is done, the person in charge of the field will consider the complaint to be closed. If, on the other hand, the complained player does not have the requested document or does not appear on the lists, the complainant and the complained party (along with the person in charge of the team) will be summoned. They will be summoned two hours later to the headquarters of the Competition Committee of the tournament (Information Centre). Then, said committee will decide on the matter. NOTE: Complaints about refereeing errors cannot modify the result of the match. The decision of the Competition Committee is final and irrevocable. The interpretation of the facts and the rules will be definitive.

9. Punctuality

The teams must be on the field at least 15 minutes before the start of the match. If they are not present, without justified cause, the Competition Committee may: Declare the match lost to the offending team (3-0). It will be the referee’s decision whether the match should be played or not. Failure to appear for a match without justified cause implies declaring that match lost (3-0) and penalizing the offending team with three points less. In any case, the Competition Committee reserves the right to impose a penalty if it affects a third party.

10. Referees

The referees will belong to national and international Colleges of referees. All matches will be officiated by a main referee appointed by the Competition Committee. This does not affect the aplica a semifinales y finales de Fútbol 11, en las cuales puede estar asistido por otros árbitros.

11. Kits

Teams are required to have two kits. The referee may decide that a team must change its shirts due to the similarity with the opposing team’s. In this case, the team that appears second in the schedule must change its colours. Thus, the team that appears first (home team) will always play with the first kit unless the two teams agree otherwise.

12.Game program

The Organisation reserves the right to change the groups, the calendar, the playing fields and the times of the matches. The delegates of the affected teams will be notified in advance of such changes.

13. Football fields

The football fields are made of top quality grass and artificial turf.

14. Trophies

All players will be awarded a medal certifying their participation in the tournament. Cups will be awarded to the 1st, 2nd, 3rd and 4th place in the Championship Cup and to the 1st and 2nd place in the Integration Cup. The possibility of an alternative trophy being available is reserved.

15. Balls

All matches will be played with balls provided by the organization and balls will be provided to the teams for warm-up.

16. Behavior

Any team that causes a match to be suspended for any of the following reasons: Collective insubordination of its players. Abandoning the field of play by players. Aggression towards opponents, referee, assistants, managers, coaches, etc. Invasion of the field of play by supporters of the same team. Or for any other reason that induces the referee to declare a suspension, will be sanctioned with the loss of the match by zero goals to three (0-3). However, if at the time of suspension the result were unfavorable due to a higher score against them, said result will prevail. Each club will be responsible for the behavior of its players, companions and family members, both on and off the field of play. Bad behavior may lead to expulsion from the tournament. The accommodations are shared with people outside the tournament who deserve all our respect. Therefore, bad behavior in the accommodations may be a reason for the management to decide to terminate the accommodation and food services. If this is the case, the Tournament Organisation is unable to take any part in this matter.
